while still on the local backend

pulumi stack export --file pulumi_state.json

switch backends

pulumi login s3://?endpoint=.r2.cloudflarestorage.com&region=auto

recreate the stack on the new backend and import the state

pulumi stack init dev pulumi stack import --file pulumi_state.json
